AbstractThe physical devastation brought about by the Lebanese war has been extensive, not only in the housing sector, as will be seen, but in all sectors. The sheer magnitude of the destruction in Beirut alone has been likened to that in some European cities at the end of the second world war. After only one year of intensive fighting, during which the most modern weaponry was used, Beirut lay in virtual ruin. The economic and social losses incurred were even worse than the physical destruction. Between 1990 and 2000 the foundation for the reconstruction process will be laid by the Lebanese government. The government has gradually acquired the capacity to plan and implement policy relevant to the overall economic development of the country and specifically its housing sector. Future success will very much depend on the political and administrative framework which emerges after the resolution of the conflict.
