The defiance of inappropriate planning standards
AbstractCreations, which are plots added to town planning layouts long after they have been approved, and extensions, which are additional structures on plots over and above those approved, have featured prominently on sites and services and other planned areas in Nairobi and Dar es Salaam, and are the result of the inappropriate standards adopted for land development. The planning authorities have failed to accommodate them, leading to excesses. The policy implications are that the fluid situation in Third World cities needs liberal and flexible attitudes towards standards formulation and enforcement, particularly since convergence between planned and unplanned areas may be taking place.
