Assessment of heavy trucks on Texas highways: An economic evaluation
Abstract This paper describes a study undertaken to assess the effects of projected truck traffic on the highway system of Texas. The study included the evaluation of the costs and benefits for a 20-yr planning horizon. The study was organized into three phrases: (a) Current and future truck traffic distributions that will most likely occur on the state highway system were established for each of two scenarios. The first, assumes the present law of a gross weight of 80,000 lb and the second, a possible future legal weight increase to a gross vehicle weight 120,000 lb. (b) A evaluation was made of the comparative costs required to perpetuate the state highway system in an acceptable condition under both scenarios. The basis for this evaluation was the general finding from the AASHO Road Test. (c) An evaluation was made of the incremental benefits (associated with the scenarios) defined as increased payloads.
