Environment and development: Implementing the World Bank's new policies
AbstractSince the reorganization of the World Bank in 1987, increasing attention has been given to environmental matters. The main centers of action in the Bank are the Environmental Department in the Vice Presidency, Planning, Policy and Research, focusing on policy, research and operational support and Environmental Divisions in each of the four regions under the Vice Presidency Operations.Although the World Bank does not have a special policy pertaining to wetlands, many of its guidelines and policies have direct implications for wetland conservation and management. The concept of sustainable development based on renewable natural resource exploitation is analyzed and the conclusion is drawn that without a major change in the definition of development, this is unlikely to be a viable concept. Finally four different models of integrating conservation with development and the World Bank's role in financing these are discussed.
