Approaches to cost containment: The medicaid hospital reimbursement program in Colorado
Abstract During times of fiscal concerns, it would seem appropriate to focus attention on items of expenditure far out of proportion to other items. On the state level, Medicaid is one such item. One might assume, based on the above, that rational cost containment mechanisms would be applied to slow the growth rate of expenditure. The policy process, however is more geared to reacting to crisis situations. Such was the case in Colorado, where cost containments were legislated for the in-patient portion of the state Medicaid, but only following a Colorado Hospital Association Lawsuit on the matter. The mechanisms seem to have worked successfully, but the unintended consequence may have been the creation of a tracking system for the poor.
