Abstract For the probability-based analysis and design of constructed facilities twoprimary quantities must be established by decision: the target life of the constructed facility and the target probability of failure. Little attention has been paid to the problem of the target life until now. The effective life of a constructed facility can be defined from various aspects. The owner's and designer's criteria are often contradictory. Guidance values of target lives for various facilities based on a survey of opinions are shown.
