Housing policy development in developing countries
The World Bank and internationalization, 1972–1993
AbstractThe usual development of housing policies is incremental, being characterized by gradual and marginal adjustment. This has not been the case with internationalized housing policy for developing countries. Policy has experienced strategic and innovative re-appraisals, leading to fundamental change. This article gives an exposition and critical assessment of international housing policy change from the 1960s to the 1990s. The World Bank policies for the 1990s are reviewed, and the thematic arguments indicate that some central ideas such as ‘self help’, ‘welfare’, and ‘investment’ in housing need basic reconceptualization. Principles are established and examples drawn from countries in Latin America, Asia, and Africa.
