The case of Sao Paulo
AbstractThis paper discusses the urban problems of Greater Sao Paulo, the participation of popular movements in the fight for improvements in the quality of life there and the process of democratizing local power. Among the questions it poses are how social agents of change should challenge the private interests that seek to turn the urban environment into a source of profit and precisely what kind of reforms are needed to solve the problems of a megacity that will have 25 million inhabitants by the year 2000. Innovative experiments in Sao Paulo today point the way to change. But will these be sufficient to meet the problems posed by this megacity of the Third World?
