Policy analysis and uncertainty: Lessons from the IVHS transportation development process
AbstractDecision models used in support of policy analysis do not handle uncertainty well. A fundamental requirement is the need to identify the sources of uncertainty and the limits of commonly used decision models. The complexity of this process is demonstrated m the context of policy planning for a new generation of transportation technologies generally referred to as Intelligent Vehicle Highway Systems (IVHS).
