Microcomputers and development planning: Two information systems in Indonesia
AbstractThe use of computer-based information systems in planning and managing urban and environmental affairs is increasing in the developing world. This paper reviews a number of institutional and operational issues that are important in specifying and instituting a planning information system. In addition, the process of system design and implementation is discussed for two cases in Indonesia: one for the purpose of health planning in the National Development Planning Board (BAPPENAS), and another for the purpose of providing management advice to women's groups operating a small-scale credit program supported by the National Family Planning Coordinating Board (BKKBN). The cases provide the basis for some general comments about strategies for establishing successful computerized information systems in developing countries.
