It analyses what constitutes a WEB, distinguishing them from related wider economic impacts (WEIs). The paper provides a critical discussion of possible sources of WEBs and how WEBs might be evaluated. The paper provides an overall review of the characteristics of suggested WEBs and ways of improving their measurement.
