AbstractOporto is the second city of Portugal and belongs to a system of towns which can be considered the northern metropolitan area of the country. It started as a small mediaeval settlement on a hill and developed along the River Douro. Later on it expanded to include another small settlement near the sea. The long avenue linking the two areas is today the main structural spine of the city. In the 1970s a plan was developed for the whole Oporto region. This was subsequently revised from 1979 onwards. The plan had to tackle the issues of an expanding urban centre with an important mediaeval heritage, and ribbon development along the roads which link good agricultural land and prosperous farms.
