Introduction By its nature infrastructure is always in decay and in need of renewal. However, within the last decade there has been an increasing perception that as a country Britain is failing to carry out the necessary renewal and that the level of decay is increasing. That more investment in the infrastructure has to be made is undoubtedly true, but before considering what is being done to deal with the problem and what more needs to be done, a brief review of some of the more important historic circumstances that have contributed to the present situation is necessary.
