According to the present invention, a slide pin (50) and an elastic member (56) which urges the slide pin (50) upward are incorporated in a lower end portion of a leg-part insertion hole (7) into which a short leg part (10) of a U-shaped latch (9) is inserted, and one end portion of a cylinder cap (52) is fixed at a lower end portion, of the slide pin (50), which is positioned outside the leg-part insertion hole (7). A keyhole (19) of a lock cylinder (16) incorporated in a lock hole (6) is exposed to the outside by the cylinder cap (52) being pulled down and by rotation around the slide pin (50), and the lock cylinder (16) is locked by an operation of an operation key (20) which is inserted into the keyhole (19). Thereafter, the cylinder cap (52) is brought into close contact with the lower end surface of a lock body (1) by the elastic force of the elastic member (56) so as to cover the keyhole (19), so that foreign matter is prevented from entering the inside through the keyhole (19).
