The present disclosure provides for a buoy apparatus, buoy arrangement and method for reducing the energy in a stream or river current by using a force feedback loop causing side to side motion of the buoy apparatus. The buoy apparatus is arranged in a buoy arrangement. The buoy apparatus includes a centre staff and an elongate cylindrical body mounted on the centre staff. The cylindrical body includes vertically oriented fins protruding radially outwardly from an outer surface of the cylindrical body.
