This method for reforming unburnt-carbon-containing fly ash is characterized by including: a receiving step of measuring an L-value and a b-value in a Lab color coordinate system for unburnt-carbon-containing fly ash and selecting the unburnt-carbon-containing fly ash having an L-value of 54 or more and a b-value of 2 to 10; and a classifying step of classifying the unburnt-carbon-containing fly ash selected in the receiving step under a condition in which the residue of a 45 μm sieve of the reformed fly ash reformed by classification is 8 mass% or less.
