An apparatus (51) comprising: a housing (1) fastened with a telescopic gland (9), the housing having external reinforcement rods (39) for assisting with retention of the housing (1) following its planting in the ground (65); a bollard (10) having a stepped head (53) with an armour glass cover (3), the bollard (10) being telescopically engageable within the telescopic gland (9); a stationary rod (23) anchored to the housing (1), a barrel (14) telescopically engaged with the rod (23), an accumulator (15) in fluid communication with the barrel (14), and a fluid tank (16) in fluid communication with the accumulator (15), the rod (23), barrel (14), accumulator (15) and fluid tank (16) together enabling telescopic adjustment of the bollard (10); and, an RF module (61) enabling a smart phone (67) to communicate with the apparatus (51) via a communications network (66) in order to activate telescopic extension or retraction of the bollard (10).
