The present invention discloses a combined full-length anchoring pre-stressed anchor rod, an agitator, and a construction method. The anchor rod comprises a solid steel bar and a hollow grouting anchor rod, the solid steel bar is connected to a head of the hollow grouting anchor rod by threads; a middle section of the hollow grouting anchor rod is flat and is provided with a grout return hole, and the grout return hole is a through hole; a tail of the hollow grouting anchor rod is provided with a tray, and the tray is fixed by a nut. The agitator cooperates with the anchor rod to agitate a resin anchoring agent.
