The invention relates to a preparation method and application of a low-cost clinker-free cemented backfill materials, which is characterized by mainly consisting of cemented material and an aggregate, the cemented materials comprises the components in parts by weight as follow: 5-40 parts of municipal solid waste incineration(MSWI) fly ash generated by various processes, 30-80 parts of steel slag and 5-35 parts of flue gas desulfurization by-products; The aggregate is tailings in parts by weight, and is mixed with cementitious materials in a mass ratio of 4: 1; The concentration of slurry is kept at 62-82%. According to the invention, MSWI fly ash, steel slag and desulfurization by-products in iron and steel and coal power industries are combined to prepare a cemented backfill cemented agent, and the tailings genereted from mine are taken as aggregates to prepare a cemented backfill materials, which can show excellent filling rheological property and mechanical property, and harmful substance curing property without adding other admixtures, and is used for cemented filling of mined-out area. Due to the low cost of all-solid waste system, the disposal subsidies of MSWI fly ash varies from 1500 to 4500 yuan/ton in different regions, the cost of cementing materials and filling materials is very low, even negative, so it is an excellent substitute for existing cement agents or mine filling cement powder.
