According to the present invention, an optical fiber–embedded PC steel strand includes a PC steel strand and an optical fiber. The PC steel strand comprises a plurality of twisted PC steel wires. The optical fiber is fixed with resin in a twist groove that is the groove between two adjacent PC steel wires at the outer surface of the PC steel strand. As measured for 10 cross-sections orthogonal to the longitudinal direction of the PC steel strand, the coefficient of variation for the distance between the center of the optical fiber and the common tangent of the two adjacent PC steel wires that form the twist groove is no more than 0.5.
