The invention discloses a slope safety protection monitoring device and a slope safety protection monitoring method. The slope safety protection monitoring device comprises a passive flexible protection net, an inclined warning device, an outdoor control unit and a warning piece, wherein the passive flexible protection net is arranged on a slope area to be monitored; the inclined warning device is arranged on the passive flexible protection net and can detect change of a dip angle of the passive flexible protection net; the outdoor control unit is electrically connected with the inclined warning device, receives warning signals transmitted from the inclined warning device and is in communication connection with the warning piece; and the warning signals are transmitted to the warning piece. Whether the passive flexible protection net deforms or not due to external force is detected by the warning device, abnormal signals can be generated after the slope safety protection monitoring device is subjected to external pressure, and whether the warning device warns or not is determined by the outdoor control unit. The slope safety protection monitoring device protects facilities required to be protected. The slope safety protection monitoring method is used for the slope safety protection monitoring device, the area to be monitored is monitored by the method and the device, the method and the device are not affected by flying birds and other animals in the area to be monitored, the accuracy rate is high, and the false warning rate is low.
