The invention discloses a multipurpose concrete cementing agent and a preparation method thereof. The multipurpose concrete cementing agent is prepared from the following components in percentage by weight: 54.3-58.6% of water, 5.0-5.5% of ferrous sulfate, 5.4-6.0% of ferric sulfate, 4-5% of sodium sulfate, 5-6% of magnesium chloride, 3.8-5% of potassium chloride, 2.4-3.0% of ammonia chloride, 14.5-18.8% of calcium chloride, 0.1% of stabilizer and 0.1% of dispersant. The multipurpose concrete cementing agent is strong in cementing action and wide in application range; the multipurpose concrete cementing agent is added to non-fine concrete for paving a water-permeable road and producing water-permeable and water-retaining pavement bricks; the paved pavement is good in water permeability and water retention property, and high in compressive strength and breaking strength; the constructed pavement is maintained naturally and the maintenance period of the newly constructed pavement is short; or, the broken inorganic materials obtained from removed urban buildings can be taken as the aggregate to produce the pavement and the water-permeable and water-retaining pavement bricks; and the waste is turned into wealth, the cost is reduced and the environment is protected.
