The invention discloses filling foam concrete employing steel slag as a raw material. The main is mainly prepared from steel slag, an excitant, an active agent, a flow promoter, a foam stabilizer and a foaming agent, wherein the flow promoter is modified coal ashes; the modified coal ashes are mainly composed of spherical structures; the active agent is a silica-aluminum material with activating activity; and the steel slag is a crushed and screened powdery particle material with certain fineness. On the basis of an inorganic high-molecule polymerization material synthesis technology and a foaming technology based on the technology, the solid waste of the magnetically separated steel slag is changed into treasures; and the filling foam concrete is prepared by a certain process. Due to the advantages that the steel slag is large in amount, and the product is environment-friendly, low in cost, and abundant in raw material source, compared with existing cement foamed concrete, the filling foam concrete has the characteristics of high solidifying rate, high consolidation strength and good flowing property, and the filling foam concrete is especially suitable for engineering of requiring large-scale filling.
