The invention provides a water bag type hydraulic boat lifting device. The water bag type hydraulic boat lifting device comprises a dam gate part, a water tank part and a rubber water bag part, wherein the dam gate part comprises a gate dam, piers, a herringbone gate and a hydraulic rod; the two piers as well as the gate dam are arranged in parallel between river embankments; the herringbone gate is vertically arranged at one side of the gate dam; the water tank part comprises a water tank, guide rails, a tying column and a tying cable; the water tank is arranged between the two piers at one side of the downstream of the herringbone gate; the side surface of a rectangular water tank is matched with four guide rails and slide up and down along the guide rails; the rubber water bag part comprises a foundation pit, a rubber water bag, a cover plate and supporting columns; the cover plate is sealed and fixed to the top part of the rubber water bag; four steel structural supporting columns are respectively connected and fixed to the bottom part of the water tank. The water bag type hydraulic boat lifting device has the advantages of simple structure, low preparation cost, easiness in construction and high applicability; the water consumption of a boat lifter is reduced, the time is saved, and the passing efficiency of a boat is relatively high, and therefore, the device is applicable to small inland boat for smoothly passing a river equipped with the gate dam.
