The structure comprises a slope, an underground water guide and draining layer, an under-membrane protecting layer and a base geomembrane, wherein the underground water guide and draining layer and the under-membrane protecting layer are laid on the slope, the base geomembrane is laid on the underground water guide and draining layer and the under-membrane protecting layer, the base geomembrane, the underground water guide and draining layer and the under-membrane protecting layer are integrated with the slope through clasp nails, the upper cover of each clasp nail is provided with a low-foaming closed-cell foam board, a double-polished-face geomembrane covers on the low-foaming closed-cell foam board, and the periphery of the double-polished-face geomembrane is welded with the base geomembrane. By the landfill special slope geomembrane fixing structure and method which is mature in technology, convenient in construction and high in safety, the problem that leakage occurs easily when bolts are used to fix the geomembrane on a steep rock slope and on a slope with partial recesses.
