The invention discloses a construction wastewater collecting and recycling system and a construction wastewater collecting and recycling method. The system comprises a water tank, a wastewater recycling assembly and a water supply assembly, wherein the wastewater recycling assembly is used for supplying water to the water supply assembly and the water tank; the water supply assembly comprises the water supply output end and a water supply pump used for pumping the water from the water tank; when the height of the water supply output end is smaller than the appointed height, the construction wastewater recycling assembly supplies the water to the water supply assembly; and when the height of the water supply output end is smaller than the appointed height, the water supply assembly takes the water from the water tank through the water supply water pump. According to the technical scheme, wastewater in a construction site can be recycled and used, and the using rate of resources is improved. In addition, under the condition that the requirement for the driving capacity of the water supply assembly is not high, as the wastewater recycling assembly directly drives the water supply assembly, energy consumed by the wastewater recycling assembly can be sufficiently used, and the energy using rate can be improved.
