A novel composite cement grinding agent includes a component A and a component B, and the component A is selected from at least one of molasses, maltose, glucose, sucrose, high fructose syrup and sodium gluconate; and the component B is one of trialcohol amine I, trialcohol amine II, triisopropanolamine and silanol. The component A added to cement accounts for 0.005-0.5% of the weight of the cement, and the component B added to the cement accounts for 0.005-0.5% of the weight of the cement. The novel materials comprising trialcohol amine I, trialcohol amine II, triisopropanolamine and silanol are adopted as raw materials of the composite cement grinding agent, so the fineness of cement and the flexural and compressive strength of the cement are significantly improved.
