The invention discloses a fire-proof heat-insulating plate for an outer wall. The fire-proof heat-insulating plate comprises the following raw materials in percentage by weight: 30%-50% of polystyrene foam granules, 10%-20% of sulphoaluminate rapid-hardening cement, 0%-15% of magnesium-rich light-weight materials, 1%-5% of butylbenzene emulsions, 2%-10% of aluminum hydroxide powder, 1%-10% of fly ash, 0.5%-3% of water glass, 0.1%-0.3% of water glass stabilizers and 10%-30% of water, wherein the magnesium-rich light-weight materials are one or a mixture of two of magnesium oxide and magnesium chloride. The fire-proof heat-insulating plate disclosed by the invention has the characteristics of good heat-insulating property, sound-insulating property and heat-preserving property, light weight, no combustion, hydrophobicity and high mechanical strength and can be applied to an outer heat-preserving system of the outer wall.
