The invention discloses a preparation method for a water-resistant magnesium oxychloride cement. The method comprises the steps of: mixing a water resistant additive with active magnesium oxide evenly to obtain mixed powder; and adding a magnesium chloride aqueous solution, sand and stone into the mixed powder, and mixing the materials uniformly to form water resistant magnesium oxychloride cement. Specifically, the preparation raw materials of the water resistant additive include phosphate and a mineral admixture. The preparation method is simple and is easy to operate. The water-resistant magnesium oxychloride cement prepared by the preparation method has good water resistance and good compressive strength at the same time. The invention also discloses the water-resistant magnesium oxychloride cement and its application in road construction. According to the invention, the water resistance and compressive strength of the water-resistant magnesium oxychloride cement meet the performance requirements of the cement serving as a road construction material.
