The invention discloses a gentle slope inclined shaft excavation construction method and device. A gentle slope inclined shaft excavation technology comprises an inclined shaft excavation construction technology conducted through a raise-boring machine, and the included angle between an excavated inclined shaft and the horizontal plane ranges from 40 degrees to 45 degrees. The construction technology comprises drilling machine setting and drilling machine controlling; a drilling machine is fixed to a foundation platform, and the included angle between the horizontal plane and the foundation platform is larger than 0 degree and smaller than 20 degrees; during drilling machine control, different stable drill stems are adopted and cooperate, and a correcting technology and a drilling speed control technology are also adopted. According to the gentle slope inclined shaft excavation construction method and device, the construction angle of the raise-boring machine is lowered to 45 degrees or below, the construction cost consumed when a conventional forward shuttle mine car excavation method is adopted is saved, and a construction period is effectively shortened; meanwhile, the raise-boring machine is suitable for construction in an inclined state, all stress components are stable and balanced, a drilling torque can be better utilized during drilling, and the inclination control capacity is improved during inclined shaft drilling; when an inclined shaft is excavated with the gentle slope inclined shaft excavation construction method, a pilot hole excavation speed is about 5.7 m per day, and the a pilot shaft excavation speed is about 8 m per day.
