The invention relates to a mechanically and electrically double-unlocked cylinder, in particular to a self-locking mechanically and electrically double-unlocked cylinder, which can be applied to locks with different structures. The self-locking mechanically and electrically double-unlocked cylinder comprises a cylinder box, and is characterized by also comprising an electrically controlled structure and a cylinder clutch, wherein the electrically controlled structure and the cylinder clutch are arranged in the cylinder box; the electrically controlled structure is in transmission connection with the cylinder clutch. The product is simple in structure; the double-unlocked lock can be effectively managed in an electronic unlocking mode, and a lock can be unlocked in emergency in a mechanical unlocking mode, so that the defect that a door control system cannot be effectively managed by a common padlock is overcome, a great number of keys are not required to be carried and only one electronic unlocking device is required.
