The invention discloses a water-saving system for toilets. The water-saving system comprises a hand washing basin and a closestool, wherein the closestool comprises a clean-water tank and a sewage tank which are separated, the sewage tank is communicated with the hand washing basin through a water pipe, a drainage opening is formed in the upper end of the sewage tank, the drainage opening is lower than the bottom surface of the hand washing basin, a processor and a human-body sensor connected with the processor are arranged on the closestool, a first electromagnetic valve connected with the processor is arranged at the bottom of the clean-water tank, and a second electromagnetic valve connected with the processor is arranged at the bottom of the sewage tank. Because water in the hand washing basin can be used for washing the closestool, water resource is saved.
