The invention discloses water-permeable concrete which contains river sludge powder. The water-permeable concrete comprises the following raw materials in parts by weight: 15-20 parts of the river sludge powder, 20-28 parts of cement, 15-22 parts of water, 115-126 parts of gravels, 3-10 parts of gelatinizing agents, 1-6 parts of additives and 5-10 parts of granular carbon, wherein the river sludge powder is obtained by filtering, drying and carbonizing river sludge. The invention also discloses a water-permeable concrete brick made by adopting the water-permeable concrete containing the river sludge powder of the claim 1. The recyclable concrete material provided by the invention is prepared by matching a material formed by drying the river sludge at high temperature with the granular carbon and has the advantages of recyclability, water permeability, high strength, low cost, simple preparation process, very good development prospect and the like.
