The invention discloses a composite cement plank with bagasse inner layer, and a manufacturing method thereof. The composite cement plank comprises a calcium silicate board layer, a foamed cement layer and a bagasse inner layer which are arranged sequentially from outside to inside, wherein the bagasse inner layer comprises a plurality of bagasse strips which are arranged in a crossing manner; a heat-insulating layer is arranged between the bagasse inner layer and the foamed cement layer, and is a furnace slag layer. The bagasse strips are added in the traditional foamed cement, so that the tenacity of the foamed cement can be improved, the bending resistance performance is enhanced, and no complete breakage occurs even if being subjected to strong impact.
