The invention provides a cold-mixing and cold-patching maintenance system and a cold-mixing and cold-patching maintenance vehicle, and aims at solving the problem of increase of manpower and material resources caused by environmental limitation in the prior art in the pavement patching process. The cold-mixing and cold-patching maintenance system comprises a mixing mechanism, a control mechanism and an energy supply mechanism, wherein the mixing mechanism is used for mixing water, aggregates and emulsified asphalt; the control mechanism is used for controlling the mixing mechanism to act and is connected with the mixing mechanism; the energy supply mechanism is used for conveying a work energy source to the mixing mechanism and the control mechanism, and is respectively connected with the mixing mechanism and the control mechanism; and the cold-mixing and cold-patching maintenance vehicle comprises a fixed mobile mechanism and the cold-mixing and cold-patching maintenance system. According to the cold-mixing and cold-patching maintenance system and the cold-mixing and cold-patching maintenance vehicle provided by the invention, instant mixing and instant use are reached; the work efficiency is improved; meanwhile, human and physical cost is reduced; and use or transportation is facilitated.
