The invention discloses a water oil spilling emergent containment control method and belongs to the technical fields of petroleum industry and pipe systems. The method comprises, when oil leakage occurs, containing oil in a leakage point and cutting off oil sources the first time to prevent the oil from continuing to enter rivers so that oil spilling of polluted water can be fundamentally cut off; intercepting spilled oil in narrow areas with the channel width smaller than 20 meters by constructing hay dams, solid dams and control dams to control the oil sources; when leaked oil enters wide water areas, rapidly setting oil containment booms or oil sucking drawing booms in various effective shapes in rivers to intercept continuous diffusion of the leaked oil; meanwhile, making full use of river gates to control or divert upland water, to control the water level and to create favorable conditions for oil collection. The water oil spilling emergent containment control method can effectively control continuous diffusion of the oil on water and enhance the emergency reaction capacity, the decision-making capacity and the working capacity of emergency commanders and workers.
