The invention provides a vibration-damping sound-insulation mortar which comprises the following components in parts by weight: 60-80 parts of sand, 40-60 parts of cement and 10-30 parts of granulated cork. All the components are uniformly mixed to obtain the mortar. The vibration-damping sound-insulation mortar is a powdery mortar material, and is used for construction by directly adding water and stirring on site; and the dried and solidified mortar can prevent water and cracking. The vibration-damping sound-insulation mortar can effectively reduce resonance, decreases the floor resonance effect, increases the transmission loss, and enhances the sound insulation factor by obviously controlling the resonant frequency of the original substrate, thereby achieving the weighting normalized impact pressure level Ln, w=55-65dB. The vibration-damping sound-insulation mortar reduces the occupation of the sound-insulation layer in the storey height, and greatly saves the construction cost. The vibration-damping sound-insulation mortar is the most convenient vibration-damping material in the existing floating floor slab materials, and effectively overcomes the defect of high cracking tendency in the protective layer of the traditional floating construction and the defect of high damage tendency of the crossed operations in the construction process.
