The invention relates to a method for synthesizing a novel betaine-type asphalt emulsifier 3-(dodecyloxy)-2-hydroxy-N-acetoxy-N,N-dimethyl ammonium chloride by using laurinol, chloropropylene oxide, dimethylamine and chloroacetic acid through a three-step reaction, and an optimum reaction technology condition for synthesis of the asphalt emulsifier is obtained. According to the invention, CMC value of the target products is 4.26*10<-4>mol/L, value is small; and surface tension at critical micelle concentration is 29.11mN/m. The synthesized emulsifier is the fast breaking asphalt emulsifier, which can be used for a bonding layer, a fog sealing layer and solvent-free cold mixing, and used for recovery/utilization of asphalt and bituminous pavement base stabilization.
