According to the invention, when the amount of an composite emulsifier AC containing N-[2-hydroxy-3-octadecyl amino] propyl trimethyl ammonium chloride (A) and N-[2-hydroxy-3-dodecyloxy polyoxyethylene ether (9)]-propyl trimethyl ammonium chloride (C) accounts for 0.4% of the total amount of an emulsified bitumen, and the mol ratio of A/C is 0.7/0.1, the emulsified bitumen has good storage stability. The invention can be widely used in the adhesive layer, fog seal layer, non-solvent cold mix, recycling for asphalt and asphalt pavement stability.
