The invention belongs to the field of water control and flood prevention, and particularly relates to a composite water-absorbent swelling bag. The composite water-absorbent swelling bag comprises an outer bag body, an inner bag body and high molecular water-absorbent swelling agent particles filled in the inner bag body, wherein at least part of the inner bag body is fixedly connected with the outer bag body to form a positioning and deflection preventing part which is used for positioning the outer bag body relative to the inner bag body; the outer bag body adopts a gunny bag or plastic woven bag; the inner bag body adopts a spunlace nonwoven bag body, and a reinforcing part is arranged on the outer bag body; the reinforcing part adopts densified reinforcing ribs formed through densified arrangement of woven wires of the outer bag body. The swelling efficiency of the swelling bag is greatly improved by means of the positioning and deflection preventing part, a thin adhesive layer and high molecular polyethylene water-absorbent resin particles, the bag can uniformly and completely swell in 2-4 minutes, meanwhile, the strength of the bag body can be greatly improved by means of double overlock and the reinforcing part of the bag, and the service life of the bag is prolonged.
