The invention discloses a recoverable device for fixing an anchor rod with a steel pipe pile and a construction method. The device comprises the rectangular hollow steel pipe pile with a sharp end, wherein a round open clamping groove is formed in the wall of one side of the steel pipe pile, an upper latch used for locking the anchor rod is arranged above the open clamping groove, an ox-horn latch is hung below the open clamping groove, angle iron lugs are welded to the two sides of the steel pipe pile at intervals in pairs, and each pair of angle iron lugs are arranged symmetrically. The device further comprises H-steel, and one end of the H-steel is pressed into the inner sides of the angle iron lugs in use. The anchor rod is locked through the steel pipe pile, the method of anchoring the anchor rod through grouting is replaced, the steel pipe pile is pressed in during foundation pit excavation, construction periods are combined, total construction time is shortened, slurry hardening time spent for grouting is saved, and the length of the anchor rod is reduced.
