The invention discloses a river levee ecological plantation tool used for preventing water and soil loss. The tool comprises a guide rail device fixed on a river levee slope in an attached mode, the guide rail device is provided with a lower sludge deposit part and an upper plantation part, a soil transferring pipe is arranged at the sides, back on to the water flow, of the lower sludge deposit part and the upper plantation part, a rotating screw rod used for lifting the sludge is arranged inside the soil transferring pipe, and a water filtering plane is arranged on the soil transferring pipe; planting grooves are formed in the outer surface of the upper plantation part; a lifting floating plate is arranged at the outer side of the joint between the lower sludge deposit part and the upper plantation part, and hooked spine bodies are arranged at the edge, toward the water flow, of the lifting floating plate. Compared with the prior art, the soil in the river is collected through the lower sludge deposit part, the soil is transferred to the upper plantation part on time through the rotating screw rod, the plantation is achieved, the lifting floating plate can drive the integral tool to adjust the height of the water level, and the garbage in the water can be collected.
