The invention relates to a hydroelectric power generation system under a river normal state. The hydroelectric power generation system under the river normal state comprises a water channel and a power generation unit, and is characterized in that the water channel is composed of two water gathering dams constructed in a river or is composed of one water gathering dam constructed in the river and a river bank. The front ends of the two water gathering dams forming the water channel are arranged at the upper end of a river mouth and form a splayed inlet, or the front end of the water gathering dam jointly forming the water channel with the river bank is arranged at the upper end of the river mouth and obliquely extends in the direction away from the bank side to form an oblique inlet. A unit abutment is arranged in the side water area or the bank side, and the unit abutment is provided with a lifting device. The power generation unit is composed of a generator, a gearbox and a water turbine, the length of blades is smaller than the depth of the water channel by more than 20 cm, and the width of an impeller is not less than the width of the water channel by 10 cm. The hydroelectric power generation system under the river normal state is small in investment and large in power generation capacity; compared with existing large hydropower stations, a dam with the height being dozens of meters or even hundreds of meters does not need to be constructed, and therefore the hydroelectric power generation system under the river normal state has the advantages of not occupying farmlands and being flexible to construct, free of geographical environment limitation and high in benefit.
