A floater is arranged in the floater chamber and connected with a rotating shaft through a connecting rod. The rotating shaft is connected with the valve. By driving the valve to be opened and the flow abandoning hole to be closed through the floater, the initial rainwater flow abandoning working conditions are switched. Initial rainwater flow abandoning is conducted on a source for collecting rainwater, the working condition switching time of the initial rainwater flow abandoning gutter inlet can be adjusted according to the water convergence range, and initial rainwater and later-period rainwater are thoroughly separated.
