The invention discloses a vibration reduction and isolation device with a viscoelastic core mat. The vibration reduction and isolation device comprises a lower steel plate and an upper steel plate arranged oppositely and further comprises a sleeve located between the upper steel plate and lower steel plate, a spring located in the sleeve, and a viscoelastic core mat arranged in the spring, the lower steel plate is provided with a lower joint with external threads, the upper steel plate is provided with an upper joint with external threads, the spring is composed of spiral spring wires, the upper end of the spring is rotationally connected with the upper joint with external threads while the lower end of the spring is rotationally connected with the lower joint with external threads, the inner diameter of the sleeve is larger than the outer diameter of the spring and smaller than the sum of the outer diameter of the spring and the two times of the diameter of the spring wire, the lower end of the sleeve is fixed on the lower steel plate, and the upper end of the sleeve covers the joint between the spring and upper joint. According to the vibration reduction and isolation device, the sleeve structure is arranged outside the spring, and the sleeve structure is capable of effectively preventing the spring separating from the joint when vibrating.
