Fluorite type Ce0.9Gd0.1O2-delta powder is prepared with a sol-gel method, perovskite type SrCo0.8Fe0.1Nb0.1O3-delta powder is prepared with a solid-phase synthesis method, the two kinds of powder are mixed and ball-milled in a certain mass ratio and pressed into a round sheet biscuit under certain pressure, then the biscuit is sintered at the temperature of 1200-1250 DEG C for 8-10 h, and a dual-phase oxygen-permeable membrane is obtained. The prepared dual-phase oxygen-permeable membrane is compact in structure and free of impurity phases and can run stably in the pure CO2 atmosphere at the temperature of 900 DEG C for a long time.
