The invention discloses a ventilating and heat insulating device for a steel structure factory building. The device comprises a heat insulating main body part and a sensing part; a top cover is arranged at the top end of the factory building; the top cover is distributed in a reversed Y shape on the factory building; a ventilating window is distributed at the middle position of the top cover; steel structure crossbeams are connected with the top cover and are distributed downwards vertically; the bottom ends of the steel structure crossbeams are positioned in the same horizontal level; a driving screw rod and a spiral lifter are arranged at the lower end of the ventilating window; a deviation detecting component is arranged on each steel structure crossbeam. In comparison with the prior art, the ventilating and heat insulating device disclosed by the invention is characterized in that a temperature sensor mounted on the wall of the factory building is used for detecting temperature changes and transmitting data to the deviation detecting part by a wire; the deviation detecting components are used for controlling start and stop of an electromotor after comparison; the electromotor is used for driving the spiral lifter to drive the driving screw rod to move so that the ventilating window can be opened and closed by up-and-down movement.
