The invention discloses a reactive powder concrete dedicated polycarboxylic acid water reducing agent and a preparation method thereof; the water reducing agent is synthesized by adopting an A material, a B material, a C material and a D material, wherein the A material is composed of a monomer, an oxidant and softened water, the B material is composed of a reducing agent and softened water, the C material is composed of an unsaturated monocarboxylic acid and a derivative monomer thereof and softened water, and the D material is composed of tri-isopropanolamine, a defoaming agent and softened water. The polycarboxylic acid water reducing agent has the advantages that the polycarboxylic acid water reducing agent not only has excellent water reducing effect, but also has a relatively large degree of advance in the setting time of reactive powder concrete and has a certain improving role in early strength and later strength.
