The invention relates to a heat-insulating device and a production method thereof, in particular to a heat-insulating and fireproof decorating plate and a production process thereof. The heat-insulating and fireproof decorating plate comprises a first panel, a waterproof glue layer, a cloth layer, rock wool strips and a second panel. Rock wool is cut into strip shapes, rock wool filaments cut off horizontally in the rock wool strips are in contact with the panels, so that the delamination is avoided; the rock wool strips are wrapped with cloth and are soaked with waterproof glue, the strength is high, the rock wool strips can prevent water, and the panels do not drop easily. The first panel is located above the rock wool strips and fixedly connected with the rock wool strips. The cloth layer wraps the four sides of the rock wool strips. The waterproof glue layer wraps the four sides of the cloth layer, and the six sides of the rock wool strips are wrapped with the waterproof glue layer. The second panel is located below the rock wool strips and fixedly connected with the rock wool strips.
