The invention discloses low-temperature sintered temperature stabilized low-dielectric-constant microwave dielectric ceramic BaLiLa3W5O21 and a preparation method thereof. The preparation method comprises the following steps: (1) blending BaCO3, Li2CO3, La2O3 and WO3 original powders of which the purities are 99.9% or more according to the components of BaLiLa3W5O21; (2) performing wet-type ball-milling and mixing on the raw materials for 12 hours, drying, and persintering for 6 hours in the atmosphere at 800 DEG C, wherein distilled water is adopted as a ball-milling medium; and (3) adding an adhesive into the powder prepared in the step (2), pelleting, performing pressing formation, and sintering for 4 hours in the atmosphere at 850-900 DEG C, wherein a 5% polyving alcohol solution is adopted as a sintering agent, and the addition amount of polyving alcohol accounts for 3% of total mass of the powder. The ceramic disclosed by the invention is good in sintering property at the temperature being 900 DEG C or below, small in resonance frequency temperature coefficient and very large in industrial application value, the dielectric constant of the ceramic is up to 29.2-30.7, and the quality factor Qf value of the ceramic is as high as 81000-116000GHz.
